Congratulations to the Class of 2007!&lt;/div&gt;&lt;div align="left"&gt; &lt;/div&gt;&lt;div align="left"&gt; &lt;/div&gt;&lt;div align="left"&gt;&lt;br /&gt;Thank you for the invitation to be here.  It’s always great to be back at O’Donel… I graduated from here 11 years ago, and I welcome every opportunity to come back and visit. &lt;br /&gt;&lt;br /&gt;Four the last four years I have attended the annual graduation ceremony as Mayor of the City.  Tonight, for the first time, I am here as the M.H.A. for the District of Mount Pearl North.  I also have the distinct pleasure tonight of bringing greetings and extending congratulations to the graduates on behalf of Premier Danny Williams and the Government of Newfoundland and Labrador. &lt;br /&gt;&lt;br /&gt;The Honourable Dave Denine, M.H.A. for Mount Pearl South and the new Minister of Municipal Affairs, asked me to pass along his regrets and best wishes.  He’s out of town on government business this evening, and I know he’d be here otherwise.&lt;br /&gt;&lt;br /&gt;Tonight is a time to celebrate not only your graduation, but also your memories of O’Donel High, which is definitely one of the best schools in the province.. I know without a doubt that your experience here has positively influenced your growth and development.&lt;br /&gt;&lt;br /&gt;Here you found a second home, and the teachers and staff became your second family. And it’s tough to leave your family. But remember, the world does not end at the doors of this school, it begins there.&lt;br /&gt;&lt;br /&gt;With your education, the whole wide world is open to you. You never know where that path will lead. But no matter what path you choose, remember: skills and knowledge are the most important factors in securing sustained success.  An investment in education is an investment in yourselves and the future of the province.  Be part of our province’s prosperity - help build our province’s future!&lt;br /&gt;&lt;br /&gt;You may think: but I’m only a high school graduate – how can I affect the future of our province? Remember, everyone was once a high school graduate and many Newfoundlanders and Labradorians have gone on to great success.  In fact, anywhere you go in the world, you are likely to find a Newfoundlander and Labradorian who is a success story in his or her own field – educators, journalists, entertainers, scientists, military leaders and the list goes on and on.&lt;br /&gt;&lt;br /&gt;Here at home, there are thousands of jobs - in new fields like environmental and endangered species protection, or eco-tourism. Jobs in the oil and gas industry are exploding. There are exceptional opportunities are available to graduates with skills in critical trades and technologies.&lt;br /&gt;&lt;br /&gt;But no matter what the future has in store for you, never forget where you came from and always be proud of your heritage. The people of our province are known for our strength, endurance, and positive attitude in the face of challenge.  I am very proud of that reputation and I am also proud of the spirit that shapes the very character for which Newfoundlanders and Labradorians are known.&lt;br /&gt;&lt;br /&gt;While we gather this evening to celebrate your success, it is important to also acknowledge others, who through contributions of one kind or another, share in your accomplishments. You have had the support of many people to bring you to this point in your lives today – your families, friends and teachers. Your Government supports you as well.&lt;br /&gt;&lt;br /&gt;This year, our Government will invest more than $1 billion in education in this province.  Money is being invested to maintain our teachers, for maintenance of schools, and in relevant new curriculum, like the skilled trades courses for high school.  And though as graduates this won’t affect you, in the coming years, your parents will no longer have to purchase high school textbooks for younger brothers and sisters.&lt;br /&gt;&lt;br /&gt;Many of you, I am sure, have already headed on to post-secondary education.  You will be happy to hear that this province has the lowest tuition in the country outside of Quebec, and one of the best student aid packages in all of Canada.  You will enjoy the continuing tuition freeze, and will be the first group of students to access up-front, needs-based grants since the mid 1990’s.  In total, Government is spending more than $377 million on post-secondary education this year.  That’s $14,000 per student.  And there’s no where I would rather see the money go.&lt;br /&gt;&lt;br /&gt;I would like to end with a quote I once read as you embark this new phase of your lives: “Shoot for the moon. Even if you miss, you'll land among the stars.”&lt;br /&gt;&lt;br /&gt;I wish you all happy landings as you pursue your dreams for the future. I want to acknowledge the presence of numerous leaders in our community, and in particular I want to welcome two former Mayors of our City – Harvey Hodder and Julie Bettney. I also want to extend my congratulations to another former Mayor, Dave Denine, who will be joining us later. Dave was appointed to Cabinet this morning, this is indeed great news for Mount Pearl. I also want to welcome one of my former Council colleagues, Bernice Miller. I am very pleased that you are all here today.&lt;br /&gt;&lt;br /&gt;Effective immediately, I am resigning from my position as Mayor and vacating my seat on the Mount Pearl City Council. I know this comes as no surprise. When I announced my intention to pursue provincial politics, I made it clear that it would not be fair to serve in both elected roles. So, as I prepare to be sworn in as a Member of the House of Assembly on Thursday, the time has come to tender my resignation.&lt;br /&gt;&lt;br /&gt;It is difficult to express just how honoured I am to have had the privilege of serving as Mount Pearl’s eighth Mayor. I have always been encouraged by the support I have received from many citizens during my ten years on Council, and I also deeply appreciate the support I have received from my Council colleagues.&lt;br /&gt;&lt;br /&gt;Like many of you gathered here today, I truly love this community. Mount Pearl is where I grew up. This is where I’ve studied, worked and played for almost my entire life. I am very proud to call Mount Pearl home, and I am incredibly optimistic about our city’s future.&lt;br /&gt;&lt;br /&gt;As I prepared for this evening, I reflected on my involvement with the City of Mount Pearl, and realized that I have been working with the municipality for over half my life! Beyond various volunteer involvements in the community, I signed up for a Counsellor-in-Training course with the Parks and Recreation Department at the age of fourteen. A few months later, I joined the City’s Youth Advisory Council, where I spent the next few years working with Council and staff. When I was fifteen, I accepted my first job with the City, coaching sports at the Reid Centre. I spent the next few years working for the Parks and Recreation Department, before eventually making the decision to run for Council. I’ve seen this community grow, and I have grown with it.&lt;br /&gt;&lt;br /&gt;For six years as Deputy Mayor, and for the past four years as Mayor, I have worked hard for the betterment of our community. My promise to you today is to continue to do my best to represent and work for the citizens of the District of Mount Pearl North. I will continue to be a strong voice for the communities I have been elected to represent.&lt;br /&gt;&lt;br /&gt;Over these past ten years, I have had the chance to work with three incredibly strong Councils and an amazing team of staff. I have learned so much from all of you, and I look forward to continuing to work with you in my new role. Thanks so much for your encouragement, confidence, and friendship.&lt;br /&gt;&lt;br /&gt;I would like to say a few words about my Council colleagues. Randy Simms, you have taught me a great deal. I know the Mayor’s office is being left in extremely capable hands. I have every confidence that you will continue to do the City proud. Ed Grant has been a trusted advisor since my very first Council meeting ten years ago. For 22 years, you have been a great source of strength for Mount Pearl Council. Lucy Stoyles was among the first to congratulate me on my election in 1997, and has been a great friend ever since. John Walsh, who was my high school principal, signed my first nomination papers, and has provided lots of sound advice and encouragement along the way. Paul Lane, who joined our team four years ago, has become a close friend and a great supporter. Paula Tessier, the newest member of our team, has already made a positive contribution to this Council. It has been an honour to work with each of you.&lt;br /&gt;&lt;br /&gt;I want to say a very special thank you to each and every employee of the City of Mount Pearl. The citizens of Mount Pearl enjoy high quality municipal services, and this is largely due to the efforts of the outstanding women and men who work for the City. I want to particularly thank the senior management team, most of whom are present this evening. I have great respect for each of you, and I salute your commitment to this City. It has been a great pleasure working with you, and you have taught me so much. I also want to say a very special word of thanks to Mona Lewis, our Executive Secretary, who has worked closely with me in the Mayor’s Office. Mona has made my job so much easier, and has always gone above and beyond the call of duty to support me in my role. She’s a true professional, and I consider myself very lucky to have had the opportunity to work with her.&lt;br /&gt;&lt;br /&gt;Ladies and gentlemen, Mount Pearl is an outstanding community. We enjoy a quality of life unparalleled in the nation. There exists a strong community spirit with clean and friendly neighbourhoods. Families are offered a place to lay their roots with the comfort that their children can learn and grow in a safe environment. There are active citizens engaged with our proactive and dynamic local government. Mount Pearl's business sector offers more and better jobs with new growth. Our city is strong and independent. We are a community for all ages, offering respect and opportunities for both seniors and youth.&lt;br /&gt;&lt;br /&gt;Our Council team has accomplished a great deal in recent years. I am pleased to report that there has not been a increase in the residential mil rate during my time as Mayor. At the same time, we have made significant investments in infrastructure and maintained quality services. The City developed a new recreation master plan, and we’ve revitalized Centennial Square. Council implemented a household curbside recycling program. We re-focused our economic development strategy, and hundreds of new jobs have been created each year. The City has improved communications with citizens, and we’ve undertaken initiatives to enhance our branding and to strengthen our identity. I have also been pleased to support the establishment of the Youth Action Team, the Citizens Crime Prevention Committee, and the Association for the Arts in Mount Pearl. Here in Mount Pearl, we certainly have a lot to be proud of.&lt;br /&gt;&lt;br /&gt;This City is well positioned for a prosperous future. We have an experienced Council team that has always put Mount Pearl first. We have a staff team that consistently goes above and beyond the call of duty to serve the public. We have a community filled with dedicated volunteers who contribute so much to enhancing our quality of life. We have a vibrant and growing commercial sector that contributes greatly to strengthening our community. With all of these elements going for us, I am deeply committed to continuing to help build Mount Pearl’s future.&lt;br /&gt;&lt;br /&gt;In closing, this is certainly not good-bye. I will continue to be very active in our community, and I look forward to the challenges that my new office will bring. Thank you, Mount Pearl, for the opportunity to serve as your Mayor. In the end, Kent defeated Liberal candidate and daycare owner/operator, Elaine Reid, and NDP candidate Janice Lockyer, by a sizeable margin.&lt;br /&gt;&lt;br /&gt;Still excited by his win, Kent was quick to acknowledge the efforts of his opponents, especially Ms. Reid.&lt;br /&gt;&lt;br /&gt;“I want to extend heartfelt congratulations to Ms. Reid and her campaign team for an excellent campaign,” said Kent, as he addressed supporters at Hotel Mount Pearl. “We were able to stick to the issues and represent the views of our parties in an honest and straightforward manner. Ms. Reid provided an important alternative to the people of the District, and that’s an important part of the democratic process”, he said.&lt;br /&gt;&lt;br /&gt;Tonight is a night to celebrate with campaign workers and to savour the victory after several gruelling weeks on the campaign trail. Though tired after a nomination challenge followed by weeks of campaigning, Kent was quick to acknowledge the support he received, and had nothing but praise for the work and dedication of his team.&lt;br /&gt;&lt;br /&gt;“This was a tremendous effort on the part of the entire team”, he said, “and I just can’t thank you enough for the support and encouragement you provided me over the past several months throughout the nomination process and now with this incredible victory here tonight. Without your support none of this would have been possible. Thank you from the bottom of my heart.”&lt;br /&gt;&lt;br /&gt;&lt;br /&gt;Tuesday night’s victory was another jewel in the crown of an unblemished political career which saw him capture the Deputy Mayor’s chair in Mount Pearl in his very first foray into politics at the tender age of just nineteen. He was returned as Deputy Mayor in the 2001 municipal election. With the departure of former Mayor Dave Denine to the House of Assembly in the last Provincial Election, Kent assumed the Mayor’s chair and has been there ever since.&lt;br /&gt;&lt;br /&gt;Kent is looking forward to his new role, and will approach his work with the same energy and commitment that he brought to the municipal scene.&lt;br /&gt;&lt;br /&gt;“This is the start of an entirely new challenge for me both personally and politically,” Kent noted, “and I thank the voters of Mount Pearl and Paradise who have shown such confidence in me to be their representative in the House of Assembly. It’s a responsibility that I do not take lightly, and I can assure the people of Mount Pearl North that your issues and concerns will be well represented.”&lt;br /&gt;&lt;br /&gt;He was quick to praise the leadership of Party Leader and Premier, Danny Williams, and felt that tonight’s result province wide is directly attributable to the premier’s straightforward and honest approach in dealing with the issues.&lt;br /&gt;&lt;br /&gt;“It’s obvious that the people like what they see in this Premier, and they really endorse the direction the province is taking,” stated Kent, “And why shouldn’t they? Premier Williams has restored the faith of the people of this Province in a big way, and it’s clear that he is a man of substance. There is a renewed sense of dignity and pride in this Province, and there is no one more responsible for instilling this than the Premier himself. I’m proud to be part of his team,” he said.&lt;br /&gt;&lt;br /&gt;There was no talk on this night about the timing for Kent to relinquish his seat as Mayor. That will be a matter for another day. Tonight was about savouring the victory and celebrating with family and friends. I wouldn't want any candidate to coast into their seat, based on the popularity of the Party in general. &lt;/div&gt;&lt;p align="left"&gt;&lt;br /&gt;&lt;/p&gt;&lt;div align="left"&gt;&lt;/div&gt;&lt;p align="left"&gt;&lt;br /&gt;&lt;/p&gt;&lt;div align="left"&gt;No race in this province is a foregone conclusion, that's why all the PC candidates are working hard to show the residents of their Districts why they deserve to be elected. No one wants to get their seat simply riding on the Leader's or the Party's coattails. I want your vote because you believe in me, my hard work and my vision, not just because I am PC candidate.&lt;/div&gt;&lt;p align="left"&gt;&lt;br /&gt;&lt;/p&gt;&lt;div align="left"&gt;&lt;/div&gt;&lt;p align="left"&gt;&lt;br /&gt;&lt;/p&gt;&lt;div align="left"&gt;The possibility of voter apathy concerns me as well. I wouldn't want people to feel that their votes don't matter, or worse, that there is no point in voting at all because the results have been decided. &lt;/div&gt;&lt;p align="left"&gt;&lt;br /&gt;&lt;/p&gt;&lt;div align="left"&gt;&lt;/div&gt;&lt;p align="left"&gt;&lt;br /&gt;&lt;/p&gt;&lt;div align="left"&gt;That's why I was heartened by my encounter with an elderly voter earlier this week. This gentleman assured me that he would be taking the opportunity to vote, and not be influenced by the polls, by possible voter apathy, or by anything else. When I asked him why he was so committed to voting he gave a very moving answer:&lt;/div&gt;&lt;p align="left"&gt;&lt;br /&gt;&lt;/p&gt;&lt;div align="left"&gt;&lt;/div&gt;&lt;p align="left"&gt;&lt;br /&gt;&lt;/p&gt;&lt;div align="left"&gt;He said, "Because a lot of good men fought and died so I could." &lt;/div&gt;&lt;p align="left"&gt;&lt;br /&gt;&lt;/p&gt;&lt;div align="left"&gt;&lt;/div&gt;&lt;p align="left"&gt;&lt;br /&gt;&lt;/p&gt;&lt;div align="left"&gt;And that reminded me of the greater issue here. Everyone should vote, not just to ensure that their voices are heard, but to celebrate the fact that they have the right to. The gentleman was absolutely right -- our freedom, including our freedom to vote, was bought with sacrifice, and not voting is to make light of that sacrifice.&lt;/div&gt;&lt;p align="left"&gt;&lt;br /&gt;&lt;/p&gt;&lt;div align="left"&gt;&lt;/div&gt;&lt;p align="left"&gt;&lt;br /&gt;&lt;/p&gt;&lt;div align="left"&gt;Democracy is not something to be taken for granted. Even among the greatest of critics, one would be hard pressed to find too many dissenting voices with the PC Party platform on most of the major issues facing the province at the present time. And you can be sure that there were no dissenting voices from among the throng of party supporters and candidates carrying the PC banner from eastern districts of the province who had assembled to hear the Premier speak last night.&lt;br /&gt;&lt;/div&gt;&lt;p align="left"&gt;&lt;br /&gt;&lt;/p&gt;&lt;div align="left"&gt;There was roaring approval for the Party’s energy platform, for its debt retirement plan and strong financial position, for Government’s strong commitments in the areas of health and education, and for Government’s plan to provide attractive employment opportunities here at home that will encourage young Newfoundlanders and Labradorians who are living out west and in other parts of the world to consider returning home to work and raise their families.&lt;br /&gt;&lt;/div&gt;&lt;p align="left"&gt;&lt;br /&gt;&lt;/p&gt;&lt;div align="left"&gt;But there was one issue that particularly resonated with Steve Kent, and that is Government’s continued commitment to enable municipalities on the Northeast Avalon to choose their own destiny.&lt;br /&gt;&lt;/div&gt;&lt;p align="left"&gt;&lt;br /&gt;&lt;/p&gt;&lt;div align="left"&gt;“The Party platform contains very clear and unequivocal support for municipalities to choose their own destiny in how they are governed,” says Kent, “and for the people that I hope to represent in the House of Assembly after Tuesday’s election, this is one of most important issues that they wanted to see addressed,” Kent said. I assured her that I do not work that way -- I am a hard worker and I'll be a strong voice. &lt;/p&gt;&lt;br&gt;&lt;/div&gt;&lt;div align="left"&gt; &lt;/div&gt;&lt;div align="left"&gt; &lt;/div&gt;&lt;div align="left"&gt; &lt;/div&gt;&lt;div align="left"&gt; &lt;/div&gt;&lt;div align="left"&gt; &lt;/div&gt;&lt;div align="left"&gt;&lt;p&gt;That's when she made the funny observation that if I could stand up to Andy Wells, I can stand up to anyone. &lt;/p&gt;&lt;br&gt;&lt;/div&gt;&lt;div align="left"&gt; &lt;/div&gt;&lt;div align="left"&gt; &lt;/div&gt;&lt;div align="left"&gt; &lt;/div&gt;&lt;div align="left"&gt; &lt;/div&gt;&lt;div align="left"&gt; &lt;/div&gt;&lt;div align="left"&gt;&lt;p&gt;I don't want to inflate Andy's ego -- he is hardly the worst thing I could have to face in my career; but he is a constant critic, and he has no qualms about making his disdain known. There are people that will oppose anything that a candidate or a party does or suggests just for the sake of being critical, in the hope of somehow damaging the image of the candidate or the party in question.&lt;br /&gt;&lt;br /&gt;&lt;br /&gt;&lt;br /&gt;During this campaign the criticism has been particularly pointed, yet also very empty. Criticism for its own sake is not particularly useful, it only reflects badly on the critic, and it indicates that they are more interested in attacking the work of others than doing any real work themselves.&lt;br /&gt;&lt;br /&gt;&lt;br /&gt;&lt;br /&gt;If I am elected on Tuesday, I won't be one of those who is leaping forward with empty criticism and personal attacks at every opportunity. I am much more interested in being part of the solution than part of the problem, so I will be hard at work on your behalf from Day 1.&lt;br /&gt;&lt;br /&gt;&lt;br /&gt;&lt;br /&gt;And if you need proof of that, look no further than my record at City Hall. I am honoured by the support I have received, both personally and as a member of the Williams PC Team, and I have taken note of the critique and suggestions given to me as I meet the constituents of the District of Mount Pearl North.&lt;br /&gt;&lt;br /&gt;&lt;br /&gt;&lt;br /&gt;While a lot of work has been done so far, the next eight days are crucial for this campaign. Some people seem to feel that anyone running for the PC Party can simply coast into a seat in the House of Assembly next week, but I am not taking anything for granted. While I am part of the PC Team, I would not want to be elected simply on the basis of the Premier's popularity. I want to be elected because the people of Mount Pearl North believe in me and in how hard I am willing to work for them.&lt;br /&gt;&lt;br /&gt;&lt;br /&gt;&lt;br /&gt;That's why the next week will be as busy as, or busier than, the last few weeks have been. I will continue to knock on doors, attend functions, put up signs, distribute flyers, and give the people of Mount Pearl North my full attention for every second of the campaign period.&lt;br /&gt;&lt;br /&gt;&lt;br /&gt;&lt;br /&gt;And, then, with your help on election day, I will continue to give this District my full attention for the next four years.&lt;br /&gt;&lt;br /&gt;&lt;br /&gt;&lt;br /&gt;And, speaking of work, there is still plenty for volunteers to do -- at headquarters and door to door. I make sure I have as much of the big picture as possible before I propose policy and make decisions. So, for me, environmental concerns are no different from any other type of issue, I want to gather information from environmental experts, and experts in any other relevant fields, and find a way to balance the concerns of everyone involved.&lt;br /&gt;&lt;br /&gt;&lt;br /&gt;&lt;br /&gt;Protecting our environment is a huge, global issue and we in Newfoundland and Labrador must do our part, not just for our own sake, but for the sake of the planet. Yet, as a people with a history of dependence on our natural resources, our livelihoods are often tied to the natural areas we wish to protect. For instance, it is very difficult to explain to lifelong loggers why a rare lichen must be protected, even at the cost of their jobs because it is not fair to the loggers and their families yet, the lichen represents an important ecological niche and needs to be preserved.&lt;br /&gt;&lt;br /&gt;&lt;br /&gt;&lt;br /&gt;That's why I am comfortable with the way the PC Party is approaching the issues of environmental stability and economic development. We are not willing to sacrifice the natural beauty of this province in the name of progress, instead we are seeking ways to preserve the environment while encouraging economic growth. We want to find a means to let people provide for their families without decimating natural resources.&lt;br /&gt;&lt;br /&gt;&lt;br /&gt;&lt;br /&gt;This is reflected in the PC Energy Plan which was released two weeks ago, and it is evident throughout the PC Blueprint. We are committing further resources to the RNC and Crimestoppers and introducing new units to deal with e-crime and to combat the exploitation of children.&lt;br /&gt;&lt;br /&gt;The Blueprint also describes the preventative measures we are taking and will continue to take to discourage crime and reduce the social conditions that promote criminal activity.  We will expand and implement a province-wide violence prevention awareness campaign, as well as continuing our anti-drug programs, and we will work with schools and other organizations to develop a zero-tolerance policy on bullying. And we will introduce legislation that will prevent criminals from benefiting from their crimes.&lt;br /&gt;&lt;br /&gt;The Provincial Government can only do so much, however, and community problems require solutions from all levels of the community.&lt;br /&gt;&lt;br /&gt;Right now, a lot of the crime issues that the communities of Paradise and Mount Pearl are facing have seem to center on youth.&lt;br /&gt;&lt;br /&gt;It is unfair that all youth get judged by the actions of a few, since most youth are simply looking for a safe place to hang out with their friends.  I think the solution to the problems of youth crime lie in talking to the youth themselves, both the youth victims and the perpetrators.  We can’t assume that we know what youth want or need, the youth themselves need a voice so we can work together towards a solution.&lt;br /&gt;&lt;br /&gt;Even the perpetrators are not necessarily bad kids, it’s not easy being a teenager in today’s world where increasingly kids are expected to act like adults without having been given the resources to do so.  There is usually a reason for the anti-social behaviour and the crime, even if the youth themselves aren’t aware of it.&lt;br /&gt;&lt;br /&gt;We need to get tough on crime as we help eliminate the conditions that cause it.  This requires broad-minded, creative thinking to create good working solutions that can be refined as needed. I do not blindly follow the crowd, even in a group I make my own decisions.&lt;br /&gt;&lt;br /&gt;&lt;br /&gt;One of the reasons people assemble teams to work on projects (even one as large as running this province) is to get input from a variety of people, with varied backgrounds and different experiences. Everyone on a team brings something unique to the table, and they get the opportunity to have their views heard.&lt;br /&gt;&lt;br /&gt;&lt;br /&gt;I love to work as part of a team for that reason: the energy generated by so many different viewpoints, the passion that each person brings for their perspective. And I love the next stage of teamwork, the stage that moves things forward, that gets things done: collaboration and compromise. People are telling me that for many years they have been hearing a lot of politicians TALK about making changes and about improving things... but Danny Williams and his PC Team have been DOING something.  They are getting things done, moving this province forward and making a real difference in the lives of Newfoundlanders and Labradorians.&lt;/div&gt;&lt;div align="left"&gt; &lt;/div&gt;&lt;div align="left"&gt; &lt;/div&gt;&lt;div align="left"&gt;For the people I was talking to, the greatest evidence of the improvements since Danny Williams was elected, was the fact that families are moving back to this province.  The economic changes that the PC policies have encouraged have created jobs and opportunities for people who moved away to come back and work at home.&lt;/div&gt;&lt;div align="left"&gt;&lt;br /&gt; &lt;/div&gt;&lt;div align="left"&gt;For me, that is proof of progress. And I want to work with the Williams Team until no one is forced to leave this province for work, and people can stay with their families and still afford the lives they want to live. &lt;/div&gt;&lt;div align="left"&gt; &lt;/div&gt;&lt;div align="left"&gt; &lt;/div&gt;&lt;div align="left"&gt;Of course, meaningful change takes time.  There are still many families in recent years who have been forced to leave the province in search of work.  But I am encouraged that there are also families coming home to pursue opportunities here.  I believe we are headed in the right direction.  &lt;/div&gt;&lt;div align="left"&gt; &lt;/div&gt;&lt;div align="left"&gt; &lt;/div&gt;&lt;div align="left"&gt;It's all about vision, clear goals, and a great plan. We recognize that continuing to educate ourselves is the only way for us to become more self-reliant, and the only way to protect our interests in the future. &lt;/div&gt;&lt;div align="left"&gt; &lt;/div&gt;&lt;div align="left"&gt; &lt;/div&gt;&lt;div align="left"&gt;&lt;/div&gt;&lt;div align="left"&gt;I think the key to educating ourselves, as a province, is to take a step back for a moment from the debates over details and begin thinking about the big questions. What does it mean to be educated? What sort of education do the people of our province need? What are we doing right so far, and what changes need to be made so we can acheive our economic and social goals?&lt;br /&gt;&lt;/div&gt;&lt;div align="left"&gt; &lt;/div&gt;&lt;div align="left"&gt; &lt;/div&gt;&lt;div align="left"&gt;Traditionally, our culture was based on what were essentially apprenticeships, people learning various hands-on careers from an experienced worker. Those skills are still essential, even though today those workers often begin their learning in a classroom. We currently have a shortage of skilled tradespeople, and we need to encourage people to consider those sorts of careers.&lt;/div&gt;&lt;div align="left"&gt;&lt;/div&gt;&lt;div align="left"&gt; &lt;/div&gt;&lt;div align="left"&gt; &lt;/div&gt;&lt;div align="left"&gt;But we also need to encourage people who excel in the sort of"soft" skills (communication, people skills, problem solving, brainstorming) that are developed in a less 'hands-on' education because those skills are the ones needed to operate in the global marketplace.&lt;br /&gt;&lt;/div&gt;&lt;div align="left"&gt;It can be very difficult, in our current economic climate, to appreciate those "soft" skills because they do not directly lead to a job. However, it is those very skills that help us create a new economic approach for our province.&lt;br /&gt;&lt;/div&gt;&lt;div align="left"&gt; &lt;/div&gt;&lt;div align="left"&gt; &lt;/div&gt;&lt;div align="left"&gt;So we in this province face the challenge of bridging the two types of thinking, to value the benefits that both types of occupations bring.&lt;br /&gt;&lt;/div&gt;&lt;div align="left"&gt; &lt;/div&gt;&lt;div align="left"&gt;We need to develop educational policies that keep the big picture in focus, that respect the values of the traditional while preparing us for the future. Obviously it is the place where my literature is sorted and divided for distribution, where phone calls are made a received, and where constituents can bring their questions and concerns, and where volunteers can come to learn how then can help.&lt;br /&gt;&lt;br /&gt;But it is also much more than that.&lt;br /&gt;&lt;br /&gt;With any team, it is important to have a gathering place, a place where the members can meet and get to know each other and really feel the bonds that bring them together. For members of my team, that gathering place is my campaign office. That's where people can drop in, have a cup of coffee, discuss plans, meet other volunteers, and talk with me.&lt;br /&gt;&lt;br /&gt;While I am one person running for office, I could not do that without the support of my team, and being in my campaign headquarters reminds me that while I may be the public face of this group, there are a lot of people supporting me in concrete, practical ways every day. I am honoured by their support.&lt;br /&gt;&lt;br /&gt;And I am honoured by the support and encouragement of the community at large as well. While I know all the members of my campaign team, I may only get a few minutes to talk to members of the larger team - the District of Mount Pearl North - but I feel that we are all working together to keep the communities of Paradise and Mount Pearl strong and progressive.&lt;br /&gt;&lt;br /&gt;We have a winning team. The race is on!&lt;/div&gt;&lt;div align="left"&gt; &lt;/div&gt;&lt;div align="left"&gt;I spent part of the afternoon visiting with residents of Masonic Park.  We had a barbeque with members of Council and our MHAs.  It was an excellent opportunity to chat with the residents about issues of concern to older adults in our communities. It's great to hear people's concerns, and answer their questions directly, and to reassure them that their needs are important to me.&lt;/div&gt;&lt;div align="left"&gt;&lt;/div&gt;&lt;div align="left"&gt;&lt;/div&gt;&lt;div align="left"&gt; &lt;/div&gt;&lt;div align="left"&gt;Some might assume that the comments made in a quick chat are easily lost, but not for me. I am careful to make note of conversations, and concerns expressed so I can bring them to the appropriate person to deal with them, or handle it myself at the appropriate time.&lt;/div&gt;&lt;div align="left"&gt;&lt;/div&gt;&lt;div align="left"&gt;&lt;/div&gt;&lt;div align="left"&gt; &lt;/div&gt;&lt;div align="left"&gt;It is both exciting and refreshing to meet so many residents of Mount Pearl North, and hear what they have to say about the district and their place in it. I have a vision for the district of Mount Pearl North. And that vision has come from talking to area residents, learning what they need and what they want and what they see as the best way to get there. &lt;/div&gt;&lt;div align="left"&gt;&lt;/div&gt;&lt;div align="left"&gt;&lt;/div&gt;&lt;div align="left"&gt; &lt;/div&gt;&lt;div align="left"&gt;I am working for the people of this district, I want to be their voice in the House of Assembly. In these busy times, it is hard to keep connections between individuals, families and community organizations, and it is volunteers that bridge those gaps.&lt;/div&gt;&lt;div align="left"&gt;&lt;/div&gt;&lt;div align="left"&gt; &lt;/div&gt;&lt;div align="left"&gt;Volunteer opportunities abound, and anyone interested can find a way to use their skills to help the community and expand their own abilities. And it is important that we all find ways to thank the volunteers that keep our communities running, and let them know how much we appreciate their work.&lt;/div&gt;&lt;div align="left"&gt;&lt;/div&gt;&lt;div align="left"&gt; &lt;/div&gt;&lt;div align="left"&gt;Volunteers truly are at the heart of our communities. That's part of what makes Paradise and Mount Pearl so strong.&lt;br /&gt;&lt;/div&gt;&lt;div align="left"&gt;I'd like to take this opportunity to thank the volunteers who are helping me with my campaign. Their hard work and dedication will make a huge difference in my success. Working on things that are merely good leaves you without time or energy to focus on the great projects that can bring you the maximum benefit.&lt;br /&gt;&lt;br /&gt;The Williams Team is not wasting its time on projects and deals that are merely 'good' for the province... they are creating projects and negotiating deals that are GREAT for the people of Newfoundland and Labrador.&lt;br /&gt;&lt;br /&gt;The Progressive Conservatives are keeping their goals for the province first and foremost. We refuse to give away the benefits of our natural resources, we are maximizing those benefits for ourselves and we are focused on becoming the masters of our own house.&lt;br /&gt;&lt;br /&gt;The recent Hebron-Ben Nevis MOU is an excellent example of the sort of progress that this province will continue to make under the PC Government.&lt;br /&gt;&lt;br /&gt;Some benefits of this MOU:&lt;br /&gt;&lt;br /&gt;&lt;em&gt;· The province will receive a new royalty of 6.5% of net revenues, after net royalty pay out when monthly average prices exceed $50 US WTI a barrel. This is on top of current royalty regimes and something the province has never, ever had before.&lt;/em&gt;&lt;br /&gt;&lt;br /&gt;&lt;em&gt;· The project will yield thousands of jobs for the people of the province.&lt;/em&gt;&lt;br /&gt;&lt;br /&gt;&lt;em&gt;· It will provide more engineering benefits in the province than committed for the White Rose or Terra Nova projects, more revenue and more fabrication tonnage in the province than either the White Rose or Terra Nova projects.&lt;/em&gt;&lt;br /&gt;&lt;em&gt;&lt;br /&gt;· Taking an equity position in the development of our natural resources is an important strategic step for the province, in particular in the lucrative oil and gas industry where record prices are yielding extraordinary profits. It represents a new era for the province, of having real and meaningful ownership of our own resources.&lt;/em&gt;&lt;br /&gt;&lt;br /&gt;The Government's negotiating team did not grasp at the &lt;em&gt;good&lt;/em&gt; which would have shortchanged the people of this province -- they waited for the GREAT. And they were prepared to let the Hebron field sit undisturbed until the GREAT was available.&lt;br /&gt;&lt;br /&gt;This is the real benefit of the goal-oriented planning and vision of Newfoundland and Labrador's PC Government. My opponent, Keith Cassell, ran a strong, well organized campaign which challenged us to stay ahead, and stay focused.&lt;br /&gt;&lt;br /&gt;I really appreciate the dedication and hard work of my volunteer team - without your support, I could have accomplished the goal of being the candidate for Mount Pearl North.&lt;br /&gt;&lt;br /&gt;I especially appreciate the efforts of my campaign co-chairs, Janet Browne and Paul Lane, who coordinated the efforts of the volunteers, monitored voter reactions, and kept us moving forward every day.&lt;br /&gt;&lt;br /&gt;Now that we have cleared this first hurdle, things will be low-key for a little while as we create a strategy for the second part of the campaign.&lt;br /&gt;&lt;br /&gt;I believe strongly in the policies and the approach of the Williams team. And I believe Danny Williams and his PC government will lead Newfoundland and Labrador to claim the prosperity we deserve. We post signs, make up flyers, knock on doors, and ask for support.  This is particularly true in Mount Pearl North right now!&lt;/div&gt;&lt;br /&gt;&lt;div align="left"&gt;For constituents, it feels very different.  Sure, while I am at your door, it may feel like election time but once I am gone, you don't necessarily hear a lot about the race itself.  And come Tuesday, if no one in your office, at the supermarket or at school happens to be in your district, you may not think about voting.&lt;/div&gt;&lt;br /&gt;&lt;div align="left"&gt;Or you may assume that so many other have gone to vote, that it won't matter if you do.&lt;/div&gt;&lt;br /&gt;&lt;div align="left"&gt;But it does matter. &lt;/div&gt;&lt;br /&gt;&lt;div align="left"&gt;&lt;/div&gt;&lt;div align="left"&gt;Every single vote is vital to the candidates.&lt;/div&gt;&lt;br /&gt;&lt;div align="left"&gt;&lt;/div&gt;&lt;div align="left"&gt;It is just as important that you vote on Tuesday as it will be when you vote in October.  You are making the choice about who will represent the Progressive Conservative Party in Mount Pearl North in October, and you need to choose wisely.  If you don't vote, it is kind of like saying that you are not concerned about who represents you.  You will be letting others choose your candidate for you.&lt;/div&gt;&lt;br /&gt;&lt;div align="left"&gt;Make your own choice. People are disappointed in the politicians involved in the recent scandals, and they are concerned about how their money is being handled.&lt;/div&gt;&lt;br /&gt;&lt;div align="left"&gt;That's why I agree with the Government's recent moves toward accountability.  MHAs should be held to the highest standards when it comes to how their district's money is managed, and I think that keeping the books open, and the money strictly budgeted is the only way for MHAs to ensure that they have a clear idea how the money is being spent.&lt;br /&gt;&lt;/div&gt;&lt;div align="left"&gt;MHAs are directly responsible to their constituents, and as taxpayers we have the right to know how district allowances and other funds are being spent.  We have the right to hold our MHAs accountable for every cent.&lt;/div&gt;&lt;br /&gt;&lt;div align="left"&gt;I have the highest standards for myself in my political life, my business life and my personal life, and I have proven myself to be very trustworthy, open and honest.  I will maintain those same values when working on behalf of the District of Mount Pearl North, and work with the other MHAs to ensure that those values permeate the Provincial Government as a whole.&lt;/div&gt;&lt;br /&gt;&lt;div align="left"&gt;My years on City Council have given me a good perspective on the priorities of the average taxpayer, and on the priorities of municipal government. Environment Week 2007</title><content type='html'>&lt;div align="left"&gt;This week (June 3-9) is Canadian Environment Week, so it is a great time to consider ways we could improve our relationship with the environment.&lt;br /&gt;&lt;br /&gt;We usually think of Newfoundland and Labrador as relatively untouched. And while it is true that we don't have the pollution problems of bigger centres and it is still easy to find green spaces, we need to get into a conservation frame of mind so we can preserve what we have and bring back some of what we have lost.&lt;br /&gt;&lt;br /&gt;Individuals can start with small things like following the three Rs: &lt;strong&gt;Reduce, Reuse and Recycle&lt;/strong&gt;.&lt;br /&gt;&lt;br /&gt;&lt;br /&gt;&lt;strong&gt;Reduce&lt;/strong&gt; the energy you use in your house by turning the heat down at night - you'll save on electricity costs, too!&lt;br /&gt;&lt;br /&gt;&lt;strong&gt;Reuse&lt;/strong&gt; the backs of old documents for notes, use envelopes for grocery lists. Every little bit counts!&lt;br /&gt;&lt;br /&gt;&lt;br /&gt;&lt;strong&gt;Recycle&lt;/strong&gt; everything you can. Newspaper, aluminum cans, soft drink bottles can easily be recycled and many charities have donation accounts at the recycling centres. That makes recycling a double good deed.&lt;br /&gt;&lt;br /&gt;And corporations can help on an even larger scale.&lt;br /&gt;&lt;br /&gt;The City of Mount Pearl has been taking an active role in environmental responsibility by sponsoring community clean-up campaigns, introducing energy conservation systems in our buildings, creating a recycling program and improving landscaping regulations.&lt;br /&gt;&lt;br /&gt;&lt;br /&gt;We all have a role to play in preserving our unique and wonderful natural heritage. It was simply in his blood. However, Kent has always been almost exclusively tied to the City of Mount Pearl, at least as far as any real political or emotional attachment is concerned.&lt;br /&gt;&lt;br /&gt;But in a rather ironic twist of fate, Kent will actually be returning to his boyhood roots in representing a part of the Town of Paradise in this newly aligned electoral district.&lt;br /&gt;&lt;br /&gt;“In fact, after being born on the west coast of the province in the Town of Stephenville, my family and I lived in the Elizabeth Park area of Paradise for the first two years of my life before moving to Mount Pearl,” says Kent. “Obviously, I spent most of my life attending school and participating in other activities in Mount Pearl, but interestingly enough, Paradise is where it all began for me.”&lt;br /&gt;&lt;br /&gt;Kent goes on to say that, particularly during his tenure on Council as Deputy Mayor and more recently as Mayor, the tremendously open and cooperative relationship that has existed between the Town Council of Paradise and the City of Mount Pearl will make representing part of the Town of Paradise a welcome addition and a natural evolution of growth for him both personally and professionally.&lt;br /&gt;&lt;br /&gt;“In many respects, those who see the current status of Paradise -- and it’s poised for what will undoubtedly be many years of continued growth and expansion over the next number of years -- are reminded of where Mount Pearl was perhaps some twenty years or so ago,” says Kent. “The similarities are actually amazing. I support a strong, vibrant, independent community of Paradise, and would be pleased to serve as one of the area’s MHAs.”&lt;br /&gt;&lt;br /&gt;Mayor Kent goes on to say that there are actually quite a few more political boundaries which cross over into municipal boundary lines as a result of the most recent electoral boundary adjustments. In fact, he notes that Elizabeth Marshall’s new district will actually include part of the City of Mount Pearl, and he says there are some distinct advantages to having this level of more widespread representation.&lt;br /&gt;&lt;br /&gt;Kent says that now that there is another candidate declared to compete for the Tory nomination, the race is officially on. As with all important decisions that we make throughout one’s lifetime, this decision was not made without its share of thoughtful deliberation, soul searching, consultation with loved ones, friends, and trusted colleagues, as well as the added hype and speculation that is almost always associated with political life in Newfoundland and Labrador.&lt;br /&gt;&lt;br /&gt;I guess that’s what makes political life in this province always anything but boring. Yet for all that, in many respects, the decision to seek the PC nomination was actually relatively easy to make!&lt;br /&gt;&lt;br /&gt;There are two things that I must do immediately, because they really pave the way for everything else that I want to say to you this morning.&lt;br /&gt;&lt;br /&gt;First of all, I want to sincerely thank my family, friends, Council colleagues, and my many supporters and volunteers, many of whom are here with me today, for the unwavering support and confidence you have given me over the past ten years. Whatever I have achieved, I have only been able to achieve because of your unconditional love and support. Thank you from the bottom of my heart.&lt;br /&gt;&lt;br /&gt;Words can hardly express the gratitude that I owe to the people of Mount Pearl for the confidence, trust, and support that they have given me over the past decade in municipal life. This was never more true than in 1997 when, as a young nineteen year old, you gave me an overwhelming vote of confidence that immediately catapulted me into the Deputy Mayor’s chair in my very first term in office. It has been an absolute privilege and honour to serve the people of Mount Pearl first as Deputy Mayor, and for the past number of years as your Mayor. One of the primary considerations in being able to arrive at this important decision today, is that this opportunity enables me to continue to serve the people of Mount Pearl, as a member of the House of Assembly, if I am successful in securing the PC nomination for the upcoming October general election.&lt;br /&gt;&lt;br /&gt;Secondly, I want to acknowledge the immeasurable contributions to the City of Mount Pearl, and to public life in general, made by the current member for Waterford Valley, the Honourable Speaker of the House, Harvey Hodder. Harvey has served the people of Mount Pearl in public life for an incredible 38 years, and I can tell you that there are no bigger shoes to fill in any district in this province than to follow Harvey Hodder’s sterling career in public life in the City of Mount Pearl. Harvey Hodder is, and has always been, regarded as a man of integrity, a man with boundless energy, a man with passion, and an unbelievable worker in his district. There is likely no one who will ever match his contributions to this city as a builder and pioneer. How fortunate we have been to have had him serve the people of Mount Pearl in public life for so many successive years. I would be truly humbled to be in a position to carry on the tradition of strong representation and leadership that Harvey has provided to this district. In due course, the work and contributions of Harvey will be more formally acknowledged, but we could never repay him for what he has done to help build Mount Pearl into the thriving city that we all so much enjoy today. Harvey, on behalf of all citizens of Mount Pearl, thank you so much.&lt;br /&gt;&lt;br /&gt;As for my own political career, I guess the obvious questions are, “Why now?” and “Why the Tory banner?”&lt;br /&gt;&lt;br /&gt;Throughout my relatively young life, my loyalty has always been, first and foremost, to individuals (and to policies) that I felt best served the interests of the people of Mount Pearl, and the interests of this province (and indeed this country), more than to any particular political party. My record speaks for itself in this regard.&lt;br /&gt;&lt;br /&gt;Like many far more prominent (and successful) Newfoundland and Labrador politicians, the primary motivation for my support has always been the people and the policies first, and it is on the basis of these important benchmarks that I have made my decision to seek the PC nomination in Mount Pearl North. I firmly believe that Premier Danny Williams has earned the trust and respect of the people of this province. It is for this reason that he commands an almost unprecedented level of approval among the people of Newfoundland and Labrador. His personal popularity, and the popularity of his government is no accident.&lt;br /&gt;&lt;br /&gt;The PC Party’s Blue Book is filled with policies and a direction that will carry this province into a new era of independence, wealth, and prosperity. It is the Progressive Conservative Party that will restore the dignity and pride of our people for many years to come, as we take our rightful place as contributing members of this great country. It’s hard, if not downright impossible, not to be filled with pride when we hear our Premier categorically state as he visits every corner of this vast country that, “Newfoundland and Labrador’s time has come.” And indeed it has, ladies and gentlemen. Newfoundland and Labrador’s time has come!&lt;br /&gt;&lt;br /&gt;To be able to play a role, in whatever form that may be, in advancing this agenda and continuing to shape this vision for a more viable and prosperous Newfoundland and Labrador is something that excites and motivates me. Quite frankly, I would be honoured to play a role in forging a better future for our people and this place we call home.&lt;br /&gt;&lt;br /&gt;In political life there are no guarantees, and I take nothing for granted. Opportunities can be there one day and gone tomorrow. Therefore, my decision to offer myself to the people of Mount Pearl North at this time is based on a combination of important factors, including timing, opportunity, a strong belief in the leadership and direction of the present Williams government, and the security of knowing that the City of Mount Pearl will remain in very capable hands at the municipal level for many years to come.&lt;br /&gt;&lt;br /&gt;I am, and I have always been a team player, and I believe that there has never been a stronger team assembled at the provincial level to finally give the province of Newfoundland and Labrador its just due. I suspect that this PC team will only be strengthened in the weeks and months ahead. Our future is bright, and we are just beginning.&lt;br /&gt;&lt;br /&gt;I have already assembled an incredibly dedicated and capable campaign team and our work is well underway. I am pleased to announce that Paul Lane and Janet Browne are co-chairing my campaign management team. Along with Paul and Janet, we have an amazing team of directors, coordinators, poll captains and volunteers who share my passion for our community and our province. Between now and nomination day, and from there to the last day of the October election campaign, we will leave no stone unturned in our attempts to present our views, to talk to constituents, and to listen to your concerns.&lt;br /&gt;&lt;br /&gt;I can honestly say, that I have never been more proud to put my name forward, and I have never been more confident in the ability of our province to continue its course of unprecedented growth and prosperity for many years to come. I humbly ask the electorate of Mount Pearl North for your support, and in return, I will continue to provide you with the same kind of determined representation and leadership that I have so faithfully given to the residents of Mount Pearl during my almost ten years in public life.&lt;br /&gt;&lt;br /&gt;I wish I could say that in all those years my decisions have always been right. But in all honesty - I can’t. But I’ve learned, especially in the political world, it’s not so much a matter of “being” right, as it is a case of “doing” what is right. And I can tell you that I have always tried to “do” what is right and best for the people that I have served. If there was ever an appropriate slogan that captures the spirit and essence of politics, it is simply this, “What is right is not always popular, and what is popular is not always right.”&lt;br /&gt;&lt;br /&gt;For me, this is the beginning of an entirely new journey, and as with most journeys, there will be unfamiliar territory and probably some rough going along the way. But we have strong leadership and a determined crew. His announcement today paves the way for what he hopes will be an entirely new chapter in his political career, and he welcomes the opportunity to play whatever role he can in further supporting and advancing the vision of Premier Danny Williams and his Progressive Conservative team.&lt;br /&gt;&lt;br /&gt;"There’s no doubt in my mind that Premier Williams fully deserves the almost unprecedented approval rating that he currently enjoys in this province," says Kent. "He has earned the trust and respect of the people of Newfoundland and Labrador. I hope this will be an excellent forum for me to share my thoughts and ideas as I embark on this next journey.&lt;br /&gt;&lt;br /&gt;I am seeking the Progressive Conservative nomination in the District of Mount Pearl North. I hope to help Premier Williams and his team achieve great success in the provincial general election on October 9th.&lt;br /&gt;&lt;br /&gt;I was first elected to Mount Pearl City Council when I was 19, and in many ways, I have grown up in the public eye. There were some real advantages to being involved in the political process so early, not the least of which was the opportunity to learn from the experienced people around me.&lt;br /&gt;&lt;br /&gt;Two of my most important lessons have been in working with the media and in dealing with critique from those who disagree with me. And I'd like to think I have learned those well.&lt;br /&gt;&lt;br /&gt;For example, on Tuesday, there was an article in The Telegram about my intention to seek the nomination for the Progressive Conservative party in Waterford Valley. I hadn't intended for the information to be released that way, but seeing as I had no choice, I answered their questions in the most positive, informative way that I could. I took the opportunity to get part of my message out in the way I preferred. As for dealing with critique, I've found that even if I have a groundswell of support, I will always have a few people who are looking to put me down. It is hard not to focus on them, the dissenting voices, but I have learned to consider their motivations, take whatever value I can from their critique and then move past it. It takes practice to find the most important, relevant information in a critique while leaving the irrelevant material out, but like any vital skill, it can be learned.&lt;br /&gt;&lt;br /&gt;That's why I read Andy Well's comments in that same article like this. "He'll be a shoo-in," says St. John's Mayor Andy Wells, "...he's perfect." I'm not sure I'd call it an endorsement, but hey -- one has to look on the bright side!&lt;br /&gt;&lt;br /&gt;Thanks for reading.
